Other CIS Documents

In addition to the fourteen guidance documents, a number of other documents have been produced under the CIS to support implementation of the WFD. These include, reports on the outcomes of testing the guidance documents in the Pilot River Basins, technical reports, papers and information sheets. A brief summary and links to these documents are provided below.

Environmental Objectives Paper (2005)

This document describes the environmental objectives in Article 4 of the WFD and discusses their implications.  It also identifies the general benefits and costs of achieving the objectives. A number of key issues and messages are identified and discussed. Practical examples from Member States about current thinking in relation to environmental objectives and exemptions presented at the workshop on ‘Environmental Objectives and Exemptions’, Berlin, May 2005 are also presented.

Principles and Communication of the results of the first analysis under the Water Framework Directive (2004)

This document proposes to build a common understanding between the participants in the Common Implementation Strategy of the principals behind, and strategies for effectively communicating the results of, the first Article 5 analysis and is based on the some initial experiences emerging from the analysis. The document also goes some way to put the results of the analysis into a wider context and clarifies outcomes resulting from the analysis.

Pilot River Basin Outcome Report - Testing of Article 5 Related Guidance Documents (2005)

A network of 15 PRBs was established in order to test and cross validate the Guidance Documents produced by the CIS. The first phase of testing was carried during 2003-2004. The main objectives of the testing exercise were to determine whether the guidance responded to the needs of the PRBs and to test whether the inter-linkages between the guidance documents were sufficiently developed. This report constitutes to the first synthesis of results from the integrated testing of the guidance documents related to Art. 5.

Pilot River Basin Outcome Report (2005)

During the PRB exercise, two reports for Phase 1a and 1b were produced; these documents are available on CIRCA. These documents covered the main aims and the structure chosen for the PRB exercise, and were merged after the completion of Phase 1b. The new document reports on the overall experiences, outcomes, conclusions and recommendations coming from the PRB exercise.

Reporting Concept Paper (2003)

This paper introduces the reporting requirements of the WFD and summarises all existing reporting requirements. The purpose of reporting, and the uses to which the information supplied can be put, are discussed. The paper identifies the opportunities for sharing data and information and the principals of a shared and accessible European water information management system are outlined. The potential for coherence with other reporting mechanisms is also examined.  This document is the conceptual basis for the development of the Water Information System for Europe (WISE).

Key Issues and Research Needs under the Water Framework Directive – Phase 1 (2005)

During the preparation of the new working programme of the CIS in 2004, it was recognised that key issues arising from the preparation of Article 5 reports should be considered in the future activities in the CIS process. It was deemed that waiting for the Article 5 reports and then carrying out analysis would be a lengthy and practically difficult process, so the ‘activity on key issues and research needs’ obtained the relevant information through a questionnaire to European countries. The main aim of the first activity was to identify issues that merit action at EU level through the CIS process. The background document ‘Information exchange on WFD key issues and research needs’ further expands the methods and results of the activity.

Groundwater technical reports

Within the CIS framework, the working group on Groundwater Body Characterisation and monitoring was established in order to exchange information and experiences on groundwater issues covered by the WFD. This was achieved through a series workshops and the development of technical reports gathering the participants experiences. Three reports were produced during this period. These reports summarise the technical information already provided in other guidance documents in relation to groundwater body characterisation, groundwater risk assessment and groundwater monitoring. Each document includes examples of practices presented at the national, regional and Pilot River Basin levels by participants.

Economics

Within the CIS framework, Working Group 2B on Integrated River Basin Management produced a series of information sheets, providing practical advice, material and examples to help Member States implement the economic requirements of the WFD. These sheets build on the WATECO Guidance Document, which provides extensive guidance and background on the full range of economic analyses required for the Directive. The information sheets focus on ‘what to do’ and ‘how to do it’ in regards to meeting the obligations of Art. 5.
